per The British Trade & Cultural Office (BTCO)'s announcement:
Visa-free access for Taiwanese visitors to the UK from 3 March 2009 (09/02/2009)

so does that mean no visa required to trasvelt to Scotland as well?

some agncy said need visa, I am confuse.

No, you won't need a visa to go to Scotland. Scotland is part of the UK.
