He wants to come to South Africa but they tell him that he has to have 1500$ B T A bfore he can get on plane . Is that true and what can he do to get out there ?

Yes is very popular the BTA fraud especially in dating sites like Hover spot .com, so dont send money to any one from the internet.

I had a similar experience on MySpace where I was chatting with a "succesful 40 year old civil engineer, widower with a 6 year old son, had no relatives that he knew of since his parents took him from the United States to be raised in various places in Europe, and btw, parents died while back in Florida. Shortly after chatting with him a few weeks he says he loved me and wanted to form a family with me( which I thought was a red flag because we hadn't even met and men don't rush into getting married unless they have an ulterior motive). I kept telling him not to rush me, but he wanted to meet me. He was on contract working in Nigeria (other red flag). He asked me to send him my personal bank information so a Mr. Paul could pay him through the Capital One Account I would be opening for him and have his money sent there( red flag #3) I told him No. I stopped talking to him for a few days, upset for his suggesting such a request. I even deleted him from MySpace. But I was unaware Yahoo messenger was still intact. I didn't hear from him awhile. He again tested the waters with me. We started talking again and he said he had resolved his momey problem. He said was finally coming. I went to meet him at the airport with another family member. He never showed up. He emails me later that evening saying he had to pay a Basic Travelling Allowance of $300, which he didn't have at the time and if I could help him out. I could not believe it. Out of curiosity I looked up KLM, since that was the airlines he was going use and BTA and found yes there have been such a thing, but I also found this site and Internet-Love-Scam sites describing my similar experience and with much worse outcomes for victims. I was lucky I never sent him money. If they use emotional manipative tactics, RUN THE OTHER WAY FAST!!!
THEY ARE SCAMMERS
