I have an American friend who is planning on visiting England with his English girlfriend. Firstly, what does he have to do visa-wise to just visit? Does he even need a visa? And, how long can he stay? Can he travel elsewhere in Europe without a visa?

You can come to the UK as a 'general visitor' no visa required, just a valid US passport obviously and you can stay for up to 6 months. To visit the UK in this capacity you must be able to show that:
* you intend to visit the UK for no more than six months;
* you intend to leave the UK at the end of your visit, and
* you have enough money to support yourself and live in the UK without working or needing any help from public funds.

You'll be able to travel around Europe with your passport
