Hi
as i am iraqian do i need visa to enter bolivia , and if no need visia can i flighy in transit in france to bolivia , do i need transit visa

You need a valid passport as well as a visa and must hold proof of onward/return travel by means of a ticket and documents for return/onward journey, and sufficient funds for maintenance during your stay.

If flying in transit through France to Bolivia, you do not need a transit visa.

I advise you double check with the Bolivian Embassy though http://bolivia.embassyhomepage.com
