South African applying for Serbian visa

Im a South African living in Dubai. Do I need to go to SA to apply for a Serbian visa as there is not a Serbian embassy in Dubia, which is the quickest way to apply for 1?

I haven't had experience with Serbia but when I applied for a visa in the Gulf and they didn't have an embassy ehre, I just couriered my passport to the (Croatian) embassy in South Africa and couriered it back.
