Is it policy for any embessy to ask for cash proof of two thousand dollars before leaving st petersburg russia?

It is not the case in all Russian embassies. In usa, they only require: passport, invitation, application, and payment. If non, us citizen, copy of green card. They do not require any financial ability proof.
