Can we get Latvia visa from Russia

    If Latvia embassy in our country and somebody get an invitation letter from Latvia, He already have Russia visa so far he want to visit Russia first, can he surmmit the application to Latvia Embassy in Russia for a Latvia visa and then move to latvia
