please advise if Indian passport holders need visa for Maldives and if such visa is issued on arrival at airport

All the tourist arrive to Maldives with confirmed return tickets and valid passport, will be issued a 30 days visa from airport on Arrival . If you wish to extend it you may apply to Immigration through the Hotel or Agency you book through.
