climate in vietnam in january and February

I would like to know what is the weather in january, february in vietnam? The Central areas (Hue, Hoi Ann) are in my special interest. Is this the main season?

Jan and Feb are the dry season in Noth of Vietnam. It's cool and dry (from 9-18oC). But Hue and Hoi An is warmer (12-25oC) and there are sometimes a small rain. These month has New Lunar Year Holiday. It's so interesting.

What is good time of year to fly lung puppet kite? Is March also acceptable. I have big kite. Make many stick. Green and also red. In synch.
