I want to know for what countrys does russians and ukrainians need visas for or were on the net can i find the reqeurements

For most countries you may need the visa on both Russia & Ukraine P/PS.
List the countries of your interest hat we deal with specifics are the above is too general.

it would be easier to list the countries where they don't need a visa, most euro countries come under the shengen agreement and they can visit multiple countries with one visa, big exceptions are the UK and Ireland
